Traffic fine - Pisa Italy?

Received October 2010 a registered letter about having "circulated in restricted traffic zone without authorisation". This happened July 2009. On the Web there is so much written up on this and the AA are not able to advise as its not UK law. Does someone know Italian law and can confirm that if 360 days has ped them I am not obliged to pay this.
