Genetically engineered gr, is there such a thing, if not, why?

It seems to me there should be a way to engineer a gr for your lawn to only grow to, say 1.5 to 2 inches and stop. It would cut down on pollution from lawnmowers having to run weekly or more all growing season, it would save time, and possibly save water too. What would be the drawbacks, if any?
